1. Enterprise qualification:
01. Registration of overseas production enterprises of imported food.
02. Filing of overseas exporters or agents and food importers.
2. Declaration requirements:
The import declaration of an enterprise shall provide the following materials:
01. Contract, invoice, packing list, bill of lading and other necessary certificates;
02. The plant quarantine certificate issued by the competent government department of the exporting country or region shall be provided;
03. For tea whose country of origin is Japan, the certificate of origin and the certificate of radioactive substance test issued by the Japanese government shall be provided.

3. Customs inspection and quarantine:
01. Document operation. The customs shall examine the conformity of the quarantine certificate and trade documents declared and submitted by the enterprise according to the needs of supervision.
02. Check the operation. According to the needs of supervision and administration, the customs shall carry out on-site inspection and supervision and sampling inspection of imported tea.
03. Conformity assessment. Imported tea leaves are allowed to be imported if they pass the customs conformity assessment. If the imported tea fails to pass the conformity assessment by the customs, the customs shall issue a certificate of non conformity; If the items involving safety, health and environmental protection are unqualified, the customs shall notify the tea importer in writing and order him to destroy or return them; If other items fail to meet the requirements of conformity assessment after technical treatment, they can be imported. If the relevant imported tea fails to complete the technical treatment within the specified time or is still unqualified after the technical treatment, the customs shall order the tea importer to destroy or return it.
4. Precautions:
01. The import of tea shall comply with Chinese laws and regulations and national food safety standards. The import of tea products for which there is no national food safety standard shall comply with the requirements of relevant temporarily applicable standards published by the administrative department of health under the State Council. Tea products produced with new food raw materials shall obtain the hygiene administrative license of new food raw materials from the health administrative department of the State Council in accordance with the provisions of Article 37 of the food safety law.
02. The inner and outer packages of imported tea shall be marked with the Chinese registration number or the registration number approved by the competent authorities of the country (region) where it is located.
