Zhang Jinsong said that Guangdong actively strives for and makes full use of the favorable policies given by the state to the new business forms of foreign trade, and has successively been approved to establish 21 cross-border e-commerce comprehensive pilot zones and 6 market procurement trade pilots, so as to promote the full spread of new business forms of foreign trade in the whole province.
In terms of business innovation, Zhang Jinsong said that Guangdong has cultivated a number of cross-border e-commerce vertical independent stations, developed independent brands, and created new cross-border e-commerce cargo collection modes such as "global central warehouse" and "departure air transport service center". Innovate the overseas warehouse mode, establish a global overseas warehouse network, and serve 113000 enterprises.
Explore the new mode of "Internet + market procurement", promote the online and offline integration of business types, and promote the online export and the online collection and settlement of foreign exchange.
Guangdong's cross-border e-commerce industry is gathering and developing. Build a cluster development platform, build 36 cross-border e-commerce industrial parks in the province, and promote the pilot expansion of procurement and trade in Guangzhou, Foshan and other markets.
Market vitality has further burst out, with more than 100000 enterprises engaged in cross-border e-commerce business and 57000 market procurement and trade filing subjects in the province. Leading enterprises continue to emerge, including 4 cross-border e-commerce enterprises with an annual transaction volume of more than 20 billion yuan, 7 enterprises with an annual transaction volume of more than 10 billion yuan and 17 enterprises with an annual transaction volume of more than 5 billion yuan.
Zhang Jinsong said that in terms of customs clearance, we should first explore new customs clearance modes such as simplified declaration, list verification and release and summary statistics of cross-border e-commerce, take the lead in implementing new regulatory modes such as B2B direct export and B2B export overseas warehouse of cross-border e-commerce, and improve the export return and exchange channel of cross-border e-commerce.
In terms of Taxation, guide cross-border e-commerce enterprises to make good use of policies such as "no ticket tax exemption" for retail exports and approved collection of income tax, and stabilize the tax policy for market procurement.
In terms of foreign exchange, banks are encouraged to provide current account collection and payment services for new foreign trade enterprises based on transaction electronic information, explore the establishment of a white list system for pilot enterprises in offshore trade, and promote the facilitation of foreign exchange settlement in offshore trade.
